Rules for the 2023 OSPL-COPL-OCL SPRING Tournament

Tournament Rules.Subject to Modification

Home teams are listed first and will wear white or light colored jerseys in the event of a conflict.
All Games will be played using 25 minute halves for U-12 and below, 30 minute halves for U-13/U-14/U-15 and up
The tournament may institute water breaks during each half. The clock will "run" during these breaks.
All regular season rules shall be in effect (Offside is to be called at ALL levels).
NOTE: Final "OFFICIAL SCORES" are recorded as follows:
Non-Winning Team score is recorded as their actual score
Winning Team score is recorded as 4 more than the Non-Winning
score or the actual score whichever is LOWER
Examples: 3-1 score is recorded as 3-1, a 10-4 score is recorded as 8-4 (non-winning score+4 to the actual non-winning score of 4)
All tie-breakers are calculated using THIS SCORE -- DO NOT RUN UP A SCORE -- IT MEANS NOTHING!!!

U-08 to U-10 Age-Specific Playing Rules
Per Quick Rules
Clarifications on When the Ball is in Play (and WHEN the defense can pressure beyond the Restraining Line)
The Ball is in Play when the ball is touched by any player after the goalkeeper releases the ball from his/her hands or feet from within the penalty area
The Ball is in Play when the goalkeeper touches the ball outside the penalty area after releasing the ball from his/her hands or feet
The Ball is in Play when a Goal Kick (or other Free Kick from taken from Inside the Penalty Area) is touched by a player inside or outside the penalty area
The Ball is in Play when a Free Kick taken from Behind the Restraining Line, BUT Outside the Penalty Area is touched by a player other than the kicker
The Ball is in Play as soon as the ball crosses the Restraining Line
The Ball is in Play as soon as the ball STOPS after being released by the Goalkeeper when passed
For U-10 games ONLY, the ball is in play in each of the above scenarios, but the following also applies:
o The Ball is in Play as soon at the ball crosses the top of the Penalty Area extended (i.e. across the field).
The Goal Keeper Can Elect to Hold the Ball Until the Defense Retreats Behind the Restraining Line
The Defender Team CAN be Cautioned for Unsporting Behavior IF a Player Fails to Retreat Behind the Line
IF the Goal Keeper Elects to Play Quickly, he/she does so at HIS OWN RISK
IF the GK Plays Quickly BEFORE the Defense has Retreated AND the Possession is LOST by the Goal Keepers Team, PLAY CONTINUES
At the U-08 Level ONLY, a goalkeeper is not to be penalized for using hands on a pass back from a teammate, HOWEVER, if the referee deems this to be a tactic the referee is to penalize per FIFA after warning the team involved.
Teams can elect to set aside any and all of the PDIs (except for heading) if BOTH coaches agree. Once agreed to by both coaches, the rules shall remain for the entire game/match.

NO MEMBER of the team scoring a goal may TOUCH THE BALL after a goal has been scored until the ball is returned to the center circle for the Kickoff. Players violating this provision are to be cautioned (i.e. yellow carded) for unsporting behavior.
Clarification on Playing Quick from the Goal Keeper

Heading is PROHIBITED in all U-11 and Under Games. NOTE: IF a U-11 team is playing a U-12 Team, BOTH teams may head the ball per USSF/USClub Rules

Players may be substituted during a game as follows:
a) After a goal is scored for either team.
b) Prior to a goal kick by either team.
c) Prior to the kick off of the second half.
d) After receiving a yellow card.
e) Prior to a throw-in or corner kick that is in the favor of the team that will be substituting a player.
f) If a player for the opposing team is at the mid-field flag waiting to be a substitute when the team that is awarded a throw-in or corner kick has a substitute to enter the game, the substitute for the opposing team may also enter the game. Generally, if the team that has been awarded a throw-in or corner kick does not have a substitute, then neither team may substitute a player. HOWEVER, if the team taking the throw-in or corner kick does not elect a quick restart on a throw-in or corner kick or if the ball has gone sufficiently far from the field, the referee, at his/her discretion may allow a substitution by the opposing team.
G) At any stoppage in play at the discretion of the referee.
Substitute players must stand at mid-field on the teams sideline and wait for the referee to beckon them onto the field.
H) Bottom Line on substitutions: All substitutions are at the discretion of the referee.
A player MUST be Substituted for if the match is stopped for an injury or if bench personnel come on to the field to tend to an injured player UNLESS the player is the teams goalkeeper.


1. Players CAN be ADDED to the team roster up to a team's first game.
* This can include players from a "sister" team or from recreational programs.
2. Players on a club's "higher level" team must be pre-approved for a "lower level" team as that higher level player may have caused the team as a group to move up to the "higher level" had it been known that such a player would be participating.
3. As this is a league tournament, players from outside our league are not permitted.
* They could be added to the roster, but cannot play with another club's or another league's player pass (this includes MOSSL and Buckeye among others).
4. EXCEPTIONS must be pre-approved by the league.
* Players will only be permitted to be on multiple rosters IF the team has a bonafide shortage of players (three subs or less on U-13+ teams).

All players must be listed on the team's roster.
Submitted Team Rosters (Or Original Rosters in GotSport) will be considered to be the team's tournament roster.
Player eligibility challenges may only be made by a team's head coach/assistant coach WHILE A PLAYER IS ON THE FIELD DURING A GAME.
If a player challenge is made, the player shall be checked against the roster during a stoppage by tournament personnel.

Per OSPL/COPL/OCL Spectator Guidelines: Spectators communicating with OPPOSING spectators, players and/or coaches will be dismissed from the game and removed for the remainder of the tournament.

Per OSPL/COPL/OCL Spectator Guidelines: Any Spectator entering the playing field during or following a game will be removed from the tournament with additional significant addtional penalties imposed (IF you want to see your child play another game in our program, stay off of the field until beckoned by a Referee). MESSAGE: Spectators STAY OFF THE FIELD AT ALL TIMES!

Tie-Breaker Rules:
1. Total Points (THREE points for a win, ONE for a tie and ZERO for a loss),
2. Head-to-head (if three or more teams are tied, will only be used if ONE TEAM has beaten ALL of the others),
3. Goal Differential (maximum of four per game),
4. Goals Conceded (maximum of four more than scored),
5. A 3-player for each team Kicks from the Mark (i.e. PK Shootout). Players do NOT have to be on the field in order to be eligible.

Championship and Semi Final Games Tied at the end of Regulation Play will go directly to a 3-Player Kicks from the Mark. The Players do NOT have to be on the field in order to be eligible.

** If one or more teams drop out at one level leaving more than one team, the remaining teams return to the top of the tie-breakers. In the event of a three way or more tie, teams are dropped out at each level and ranked (for ex. if three teams have a 1-0-1 record, with Team A having +4 goal differential, Team B having a +2 goal differential, and Team C having a +1 goal differential, the three teams are ranked based on their goal differential numbers). In the event that three or more teams tie, the group starts at the top tie-breaker and continues down the list until there is a tie-breaker in which not all teams tie. If two teams drop out at a single point, the two teams revert back to the top of the tie-breakers to determine their positions (i.e. head-to-head, goal differential, goals conceded). If three or four teams are involved the tournament director shall determine format of the PK shootout.
The Tournament Directors Shall have the final authority to make ANY changes to the tournament at their sole discretion.
There will be no protests.
